Neither side is willing to negotiate over control of the city of Jerusalem. It is apparent that there will never be peace in the region until this question is answered.
Therefore,
We call upon George W. Bush, President of the United States of America and his staff, to host a conference with representatives of the United Nations including, but not limited to: Secretary General Kofi Annan, President of the General Assembly Jean Ping, and the High Commissioner of Human Rights Louise Arbour, or their successors, representatives of the State of Israel including but not limited to President Moshe Katsan and Prime Minister Ariel Sharon, or their successors, and representatives of the Palestinian people including but not limited to President Yasir Arafat and Prime Minister Ahmed Qureia, or their successors, and representatives of other nations the hosts deem valuable to these negotiations. Both the Palestinian representatives and the Israeli representatives shall declare an immediate cease-fire to coincide with these negotiations.

The parties to these proceedings shall work toward the establishment of a United Nations Protectorate in and around the city of Jerusalem. This city has long been the nexus of three of the worlds major religions, and ALL citizens of the world are entitled to visit and worship safely in Jerusalem as their faiths dictate. Under United Nations control, Jerusalem shall become a city of peace and understanding. The protection of sacred religious sites, and the free and safe access thereto shall be paramount to the United Nations mission in Jerusalem.
The parties to these proceedings shall use the formation of the United Nations Protectorate of Jerusalem as the foundation for a lasting peace in the Middle East. Real and substantive negotiations shall accompany and follow the implementation of this Protectorate.
