By-Elections in India

Sir,
I would like to bring to the kind notice of To Whom It May Concern. By-elections in India are very disgusting. People who are afraid of their winning in any elections in India usually contest from more than one constituency, is this a good habit? Being the biggest democratic country in the world, every election in India cost more than millions of money, whose money is this? The honorable Supreme Court and Indian Election Commission should take immediate action to pass a resolution that if a man/woman who wins and resigns from any constituency, should not contest again from the same constituency in by-elections and the total cost for conducting by-election should be taken from the resigned. If the reason behind by-election is considerable (death or inability due to health) is acceptable, resigning for hilarious reasons and contesting again to show the contestants so-called capacity in the particular constituency is acceptable?
For example, take former union cabinet minister Mr. K. Chandra Sekhar Rao (Telangana Rastra Samithi A.P), he was challenged by one of the provincial ministers and he immediately resigned saying I have more sympathy and popularity than the ruling provincial government. How horrible is this, he won from the same constituency (Karim Nagar) a couple years ago, held the ministry, and wishes to contest again in the by-elections. Whose money is being used up over there? Even the ruling provincial government selected a sitting MLA (legislator) as their party contestant (another by-election, if he wins). Are we (Indians) responsible for our money or not.
Hence I request all the decision making government bodies, law makers and public to think on this and protect Indian politics and public funds.
