cats becoming a pest in New Zealand

Cats in NZ are totally uncontrolled and starting to become a pest. they are a tread to wildlife. They poop in children's sand pits. they poop in peoples gardens, etc. When your dog wanders or worries stock, the owner gets fined or the dog can be shot. When stock wanders the owner gets fined. On the other hand Cats can destroy my Aviary Birds and there is nothing I can do. Cats destroy native birds and nothing can be done. If all cats were DE-clawed and Chipped at birth, they could be better controlled. it would stop them from climbing trees and fences. they could be easier kept from coming onto property were they are not wanted, etc. Any UN-chipped Cat can be destroyed. IT DOESN'T STOP THEM FROM BEING A PET.
