While this new by law was recently put into effect in the City of Toronto, there was and is no consideration for those who use service dogs. Those who receive training and obtain a service dog from an accreditted service dog training facility are provided intense instruction with regards how to manage and maintain control over their service dog in and around the public. Many service dogs are still trained around the world with these types of training collars (slip chain and prong collars). This by-law was passed with no consideration of the serious consequences switching a service dog collar can be to a working team. The use of these collars by the general public is different. The general public has no training and even with the simplest nylon flat collar can be used harmfully on a dog. The City of Toronto should not have the right to enforce how a service dog is handled. Thus, creating this petition we hope to appeal this by-law and ask for a revision or amendment of the by law.
