Policy and Laws for Quads in Oman

On March 1, 2007 two teenagers were killed in Muscat, OMAN while riding a quad on city streets. They were pursued by police and eventually crashed into a car where one died immediately and the other a short while later. So that this kind of thing can never happen again, so that their deaths have meaning, we kindly ask you to read the proposed laws and policies. If you agree, kindly sign your name on our petition.

The petition will be given to the police with the hope that our united voices will be heard and these proposed laws will become realized so that nobody has to die this way again.

While we write quads, let it be understood that we wish to include all recreational vehicles not intended for city streets to be included in these laws and to follow these policies.
1. Quads should be made illegal for driving on city streets. (law)
2. At any time the bike is in use, riders of all ages are required to wear full protective gear.(law)
3. Designate various areas/zones around town where legal use of such vehicles would be permitted and make sure these areas are well advertised. (policy)
4. All recreational vehicles of this kind are required to get registered and to hang a license with a number on the rear, front and side of the bike large enough to be read from a distance by police and others who spot the bike. (law)
5. The police department should make it publicly known that they will not chase after any quad violators on city streets so that the quad riders will not be tempted to drive dangerously to outrun the police. (law)
6. If a marked police car identifies a recreational vehicle being used on city streets, he cannot chase after it but must instead request an unmarked car to follow up on it while the marked car keeps a safe distance behind. (policy)
7. The police should ask the help of the public to identify the trouble areas for such activities and set up unmarked cars to bring such behavior under control. ( policy)
8. Call upon the public to call their local police station when such activity is ongoing and to provide an address as to where it is taking place. The police should then take the necessary action using unmarked cars and plain clothes policeman. (policy)
9. No persons under the age of 18 can rent a recreational bike. (law)
10. The renter of any recreational vehicle assumes full financial responsibility for all medical expenses and property damage. The person named on the vehicle WILL be held accountable. (law)
11. If a business who rents such vehicles rents to a minor then the business owner will be heavily fined. (law)
12. The police should start a campaign on TV, radio and print media to call to the publics attention the dangers of street riding recreational vehicles to themselves and to others. The listing of names of all those who have been injured or killed would be very effective. Recruiting survivors of such accidents to discuss their experience would be highly effective. (policy)
