Stop Quebec PuppyMills, Commercial Breeding Industry

Each year there are thousand of puppies born to the puppy mills in Quebec, Canada. Few people can resist the charm of an adorable puppy, its tail wagging and its big eyes begging for human love. But what many people don't realize when they purchase a cute pup, is that they may be buying into a multi-million dollar commercial breeding industry that has a nasty and cruel streak. Many dogs sold in neighbourhood pet stores and through newspaper ads were born in filthy, assembly-line breeding factories, in conditions bordering on animal torture.

Barbara Heal, president of the Ottawa Kennel Club, says a breeder should
work with no more than one or two breeds: "The Canadian Kennel Club
keeps lists of breeders in good standing. You should research the person
you are buying from before doing anything."


Pierre Barnoti, executive director of Quebec's Humane Society, says there may be 1,500 to 1,800 unregulated puppy mills in Quebec. Unlike other Canadian provinces or most American states, Quebec has minimal provincial legislation covering commercial dog breeding operations. Police and Humane Society officials have only municipal zoning or federal criminal cruelty laws to fall back on for enforcement. The former are easy to skirt, the latter are hard to prove in court. In order for the Humane Society to get a search warrant for a property, it must first convince a judge that there is strong evidence of animal cruelty. When a search is permitted, only the most sick or dying animals can be seized.

Still the Quebec Government allows this and many people outside of Quebec are buying the puppies with no idea of what those places are like. Quebec Government minimal provincial legislation is wrong, Please help me as we the people of Canada stop the sale of puppies from puppy mills and commercial dog breeding operations outside of Quebec! This will inturn force many of these places out of business and save many animals from a life in a mill or a puppy bred from a mill with disease which can than be a short unhappy life.
