We, the undersigned, requesting U.N. Special Representative for Somalia Augustine Mahiga to invite Hiraan state to the U.N sponsored conference on Somalias future after the transition in Nairobi on April 7. The consultative conference would bring together Somali factions and stakeholders to reach some sort of consensus to bring to the International Contact Group meeting in Kampala in mid-April.
Hiiran is a region in central Somalia, centered on Beletweyn in the Hiiran state. Its leaders declared the territory an autonomous state in 2010.
Hiiraan is bordered by Ethiopia to south, the Shebelle River in the north, the central Galmudug and Puntland regions of Somalia
A third of Somalia's population lives in the territory,[ which contains about a third of the nation's geographical area[ Unlike Somaliland, Hiiraan, as with all other regions in the country, does not seek outright independence from Somalia[.
