An appeal from Neighbors United of Faircrest heights regarding a proposed 77 Unit Housing Development at 1417-1447 Hi Point Street, Los Angeles, California, 90035 case number Dir-2009-2189-SPR-DB from City of Los Angeles Director of Planning regarding the site plan review and Density Bonus Compliance Review.

Overview:
A proposed 42 foot high 77-unit housing development at 1417-1447 Hi Point Street would replace five single family homes and one duplex on six adjacent lots. Neighborhood associations on both sides of this project, Neighbors United of Faircrest Heights, and Carthay Square Neighborhood Association have significant documented concerns about the proposed development. Both associations believe this project will negatively impact the quality and character of the neighborhood.
FIVE CONCERNS:
1. We have great concerns regarding the projects overall density and magnitude which is too great for the surrounding neighborhood
2. Replacing five individual one family homes and one duplex home with a single, four levels, three hundred foot long, 42 foot high building
3. The projects proposed 138 parking spaces are not sufficient
4. The project fails to address or provide solutions for the intra-neighborhood increase in traffic
5. The projects proposed landscaping enhancements need to be enhanced to provide more trees, more open space and or park like qualities.

PROJECT BACKGROUND:

The proposed project represents a 500\% increase in total square footage - growing from 20,000 square feet to over 104,535.

The proposed project dramatically alters the aesthetics and character of and the neighborhood. The new structures east and west facing sides are nearly 300 feet long - the length of a football field. The proposed structure offers only modest indents and relatively modest courtyards.

The proposed building will become the largest residential structure built in the Faircest heights neighborhood during the last 25 years. The proposal structure requested a 20\% height variance to allow it to be 42 feet high in exchange for designating 4 of its units to be restricted to very low income.

Net vehicle trips will increase by 1,200 each month combination of new residents, visitors, and related service deliveries. The 138 on-site parking spaces will generate neighborhood traffic growth that has not yet been appropriately dealt with which will reduce pedestrian street level activities.

The current 15 setback from street will be reduced to 5. The overall landscaping efforts are not sufficient in light of the lost open space and lost 30 trees.

85. Shannon S | This development is completely out of character of the surrounding neighborhoods. There is not adequate parking or traffic accommodations for a building of this size. This project should not be allowed to move forward as currently designed.

77. Sarita S | This development will negatively affect this neighborhood. Please do not allow this where it will take away the charm of the homes that were built in the 1930"s. We need to preserve the history of this neighborhood!
