What was once extremely rare now affects approx. 1 in 100 children. Early intervention is absolutely vital if we hope to help our children lead happy fulfiulling lives and avoid a social catastrophe in the future. Who is going to pay for the care of these kids when they grow up and their parents have passed on? Yet government refuses to sufficiently fund programs that could make all the difference. Average wait list for IBI (ABA) therapy in Ontario for instance is 2-3 years. We believe that this lack of funding is contrary to the affected individuals rights under Canada's Charter of Rights and Freedoms as follows:
2(b) The right to the freedom of expression. People on the autism spectrum are just as intelligent as you and I. They have hopes, dreams, feelings and thoughts and beliefs that with therapy they could express, but due to the negligence of government, this fundamental right is denied them.
6(b) All individuals in Canada have the right to pursue the gaining of a livelihood in any province. However, children on the Autism spectrum are often unable to get enough education to ever make that possible. This right is denied them because of a lack of funding which makes the therapy through which they could gain the communication and behavioural skills necessary for an education unavailable.
15(1) The Charter states that everyone has equal protection of the law without discrimination on the basis of disability. And yet people on the Autism spectrum are discriminated against on the basis of their disability as cited in the two points of the Charter mentioned above. Because they are on the spectrum, the opportunity to express themselves, get an education and earn their livelihood is denied due to insufficient funding of IBI, speech and occupational therapies by government.
