Ban cats in Philadelphia

We hate cats. They're stupid, useless animals that don't do anything unless it directly involves them, or unless it involves taking a dump anywhere other than the litter box, or puking up half-eaten dead mice on your brand new rugs. We, the undersigned, would the lawmakers of Philadelphia to pass a bill that would make it illegal to own a cat in Philadelphia or its suburbs.
