Ben Todd's Immigration Status

My friend, Michelle, and her long-term boyfriend, Ben Todd, applied for him to move to Canada as a permanent resident earlier this year. Within 30 or 40 days she was approved to be his sponsor. They thought this was a good sign and have been waiting patiently since late May to hear about his half of the process. He received a letter today from the office of the Consulate General of Canada stating that their Designated Immigration Officer has concern over the status of their conjugal relationship. Since my friend (Michelle) and her boyfriend are in no real rush to marry (they shouldnt have get married for the sole purpose of him becoming a resident of Canada), they applied as conjugal partners. By definition, they fit the bill. They have been in a committed relationship for over a year, rely on one another emotionally, and are socially involved in one another's lives. The only thing they have not done is combine their income, which they found would be nigh impractical as he is an American citizen and she's Canadian. Also, they both provide for their selves.
They have submitted plane ticket information (thousands of $$$$), chat logs, emails, photos together on vacation, car rental receipts, receipts from vacation spots together, legally certified statements from their families confirming their relationship status.
Hopefully this petition can help convince the powers that be that they are known to be in a relationship by all of us and that we fully support and encourage Bens immigration status to be APPROVED.
