Change Laser Radial Qualifiers back to Alpha / Beta fleet system

The current system of splitting the Radial fleet is flawed, creating biased results and damaging the quality of racing. A two day event is too short to hold a qualifying series on the first day. We want to race everyone on both days. Ideally we would like to race as one fleet, but when there are more than 100 boats this is not feasible. We believe that the Alpha / Beta fleet system, where fleets are predetermined before the event, gives better racing for everyone.
