Glenn Dove, at age 15 was charged and was convicted at age 16, as an adult to life in prison, for a homicide that he had no memory of committing but has taken responsibility for, in 1982. Glenn has spent 23 years in adult prison in the Texas Department of Corrections. As a poor minority child, Glenn was represented by the public defenders office. Court records show that no evidence was found and no fingerprints were found on the weapon. Glenn was convicted without due process or a fair trial. At that time, no consideration was given to whether Glenn Dove would be amendable to Juvenile treatment and rehabilitation that he would have received in the Juvenile system. There were no psychologists appointed by the state to examine Glenn and the medications he was taking or his history, there were no rehabilitation experts to evaluate his potential, in order to make a careful and informed decision as to his mental capacity when the crime was committed.

Citizens of Texas and Nationwide are requesting that field staff conduct intensive investigation into all factors of Glenn Doves sentencing in 1982 when Glenn was a child of 16 years of age, with no prior offense or criminal record. We are asking that the staff be allowed to review and process a clemency request for Glenn and that staff present their findings to the Commission in hopes that the Commission will make a recommendation for submission to the Board of Executive Clemency. Due to changes in Texas law since that time, juveniles convicted as adults now have a chance to be rehabilitated and to redeem themselves. During his years in prison, Glenn has improved himself without benefit of available rehabilitation during his incarceration. He is self-taught in many areas, always striving for improvement. He has accepted the responsibility for his past actions, and is working towards a faithful future with God leading his path. He has a plan of action, and is prepared to put that plan to use in the outside world.

Citizens who have signed this petition beg the Texas State Clemency Board and Governor Rick Perry to review and process a clemency request for Glenn Dove.
