Parmi les preuves prйsentйes, il faut souligner le refus systйmatique de personnes de race noire comme membres du jury, ainsi que le fait significatif que la magistrature utilise un manuel instruisant les procureurs sur la faзon dйliminer des membres du jury de couleur dans le but dobtenir une condamnation. En considйration de ces preuves, nous vous demandons que la condamnation soit suspendue. Rйcemment, lONU a organisй une confйrence contre le racisme et la xйnophobie qui a eu lieu а Durban, Afrique du Sud, lors de laquelle le cas de Thomas Miller-El a йtй йvoquй en tant quexemple de lemploi de la discrimination raciale dans le systиme judiciaire dun Йtat. A travers la prйsente pйtition, nous exhortons les Йtats-Unis а respecter ses obligations envers les lois internationales.

The below signed request the immediate suspension of the execution of Thomas Miller-El, Texas prisoner number 000834, incarcerated in the Allen Polansky Unit, which has been set for February 21st, 2002.
We are particularly concerned by evidence presented by Mr. Miller-El and his attorneys that demonstrates that racism was a significant and deciding factor in the imposition of a death sentence against him by the county of Dallas. We urge you to consider this evidence in weighing Mr. Miller-Els request to void the pending execution date. Among the main evidence is the systematic elimination of potential black jurors, and the use by the Dallas District Attorneys office of a manual that instructed prosecutors to eliminate potential jurors of color to secure convictions. Mr. Miller-El is also requesting a stay of execution in order to present new evidence pointing to his innocence.
The United States is a signatory party to the United Nations Convention on the Elimination of Racial Discrimination (CERD), which forbids this type of practice by a State. The UN recently held a conference on the Elimination of All Forms of Racism and Xenophobia in Durbam, South Africa, where Thomas Miller-Els case was presented as an example of racial discrimination by a States judicial system. We urge you to consider our request, and bring the United States closer to adherence with international law.
