Elmwood Cemetery Confederate Monument Petition

Whereas, there are over 100 Confederate veterans buried in the Confederate Plot at Elmwood;
Whereas, the Egbert A. Ross Camp #1423, Sons of Confederate Veterans maintains the Confederate Plan;
Whereas, for approximately nineteen years a Confederate flag monument was erected within the Confederate Plot;
Whereas, various public opinion polls conducted by independent third parties, including the Charlotte Observer, have shown overwhelming support towards maintaining a Confederate flag monument in the Confederate plot;
Whereas, in 2004, the City Manager for the City of Charlotte unilaterally adopted a city policy that forbids the flying of any flag on Charlotte city property other than the United States flag, the North Carolina state flag, and the flags of Mecklenburg County, NC and the city of Charlotte;
Whereas, despite the evidence of public support for the maintenace of the Confederate flag monument at Elmwood, the City manager made a unilateral decision, without obtaining any public direction from the Charlotte City Council, to bulldoze and remove the Confederate flag monument at Elmwood; and
Whereas, many Charlotteans have expressed a desire to erect a new Confederate flag monument at Elmwood cemetery.
NOW, THEREFORE, the undersigned to hereby respectfully petition the City Council of Charlotte, NC to issue a variance to the City manager's flag policy and permit the Egbert A. Ross Camp #1423, Sons of Confederate Veterans to erect a new Confederate flag monument under terms and conditions to be negotiated between the Sons of Confederate Veterans and the City of Charlotte.
