TO THE CITY OF TORONTO, AND THE MINISTRY OF THE ENVIRONMENT:
We, the undersigned, strongly support:
The proposed new Schedule B Class Environmental Assessment for the implementation of the biosolids management strategy at the Highland Creek Treatment Plant. The Terms of Reference for the new Environmental Assessment that include all viable biosolids management options, an assessment of the health, environmental, economic and social impacts on the local community, and full public consultation. No changes to the Terms of Reference should be implemented.The new EA was recommended by the General Manager, Toronto Water, at the Public Works and Infrastructure Committee in November 2012. The new EA should have been underway by the summer of 2013, however, because of an intervention by a few City Councillors, the City has suddenly cancelled the proposal call. The local community, through the support of the local Ward 44 Councillor, has been urging the City to deal with this issue in an honest and open manner for more than ten years. It is imperative that the City respects its prior commitment to the local community, and restarts the EA work as soon as possible. We do not support any change to the study terms of reference.
