Puerto Rico and the entire world were stunned in October 2007 to hear that 80 pet dogs and cats had been thrown 150 feet to their death from a bridge in the town of Vega Baja. Sol Luis Fontanez, mayor of the small town of Barceloneta in northwest Puerto Rico, was the person who signed the contract to confiscate the animals, belonging to families living in three housing projects.
Fontanez, who for 24 years has exerted a power over this town, reportedly ordered his employees to enter the homes of these people of limited resources and education, to enforce a non-existent regulation. The people, who were threatened with losing their subsidized apartments, apparently did not know their rights and did not protest the seizure.
The Housing Department in Washington, and Puerto Rico's House Secretary, a member of his Fontanez politic party, has denied the existence of such a law.
The municipal employees and those of the Animal Control Solution company allegedly snatched the pets from their owners and threw them from the bridge. All but two were dead when found below.
Animal Control Solutions owner Julio Diaz and two of his employees were arrested. But the Police Department did not press charges against any of the municipal employees.

According to Puerto Rican custom, a plea bargain may be reached between the District Attorney and the defense lawyers, whereby the defendant pleads guilty in exchange for a lighter sentence or no sentence at all. The signers of this petition demand that these defendants not be permitted to get off without jail time.
The role of Mayor Fontanez, a member of the Popular Democratic Party, should also be investigated, because he was the one to order the slaughter of innocent animals based on no viable law. It should be noted that the governor of Puerto Rico and the Secretary of Justice are also members of this party.
