Lake Odessa has the potential to be more attractive for recreation and to more effectively help the local economy. This can be done at no cost by managing the water level to keep the minimum depth of the water at Schafer's access at 4.5 feet, which is an elevation of 534.65 ft. above mean sea level. This would require increasing the depth of the lake 1.75 feet above its August 21, 2005 depth of 2.75 feet.
The Wildlife Refuge on the North end of Lake Odessa would still have large areas of landmass. This area would still be a boon to migratory birds.
Make Recreation a higher priority at federal lakes. This is the first of five recommendations in 1999 of the National Recreation Lakes Study Commission created by Congress and appointed by the president in their report Reservoirs of Opportunity (http://www.doi.gov/nrls/findings/final.html). The report goes on to say that the biggest hurdle of accomplishing this goal was organizational attitudes and cultures.
We the undersigned request that Lake Odessa be managed as a multi-purpose recreation area to benefit all interests - duck hunting, fishing, boating, birders, canoeists, and cabin owners - by keeping the minimum depth of the Lake at a safe boating level year around.

With friends and relatives in the SE Iowa area, I have used and enjoyed the recreational opportunities and Lake Odessa on many occasions. However, the quality of those opportunities has declined dramatically in recent years because of low safe water level
