Less Tickets, Stop Making Money Off Indiana Residents

The city of Carmel is well-known across the state of Indiana for its aggressive law enforcement which is widely considered almost harassment to a certain degree by Indiana residents.
It is almost a guarantee if you drive down a street in Carmel, you will witness a driver in the middle of being pulled over by an over zealous officer of the Carmel Police Department. While later in the day witness the same patrol car breaking the driving laws they are enforcing.
Please understand we want safety, but our police department is more in the business of writing tickets than patrolling neighborhoods. Where lies the problem.
No police department should be in the "BUSINESS" of making money off its citizens, that they are being paid to protect.
Traffic stops increased from 23,416 in 2009 to 35,294 in 2010. That is over a 50\% increase in officers pulling over drivers. Meanwhile, criminal investigations dropped by 32\% during that exact same time period. It doesn't add up...
In the eye of the common Indiana resident this an obvious abuse of our law enforcement driving money into our local government's hands, and it has to stop.
This is the voice of your constituents, please listen to us. We are your peers or more importantly could be your customer, neighbor, friend, or maybe family member.
We want safety, but without the harassment. Please change the current aggressive policies of our local police department.
