Vietnam's Memorandum Of Understanding
We strongly support the signing of a Memorandum Of Understanding, with the Government of Vietnam, insuring the continuation of adoptions, beyond Jan. 1, 2003.
The refusal by The U.S. Department Of State, to sign this Memorandum in a timely manner, puts legitimate orphans, at unnecessary risk. We support Vietnam's willingness to move forward, with the implementation of a more ethical, legal, and transparent process, affording a level of integrity, never before seen in Vietnam Adoptions. We are certain, that you share in our desire to encourage Vietnam's new initiatives, while simultaneously protecting the many innocent children, that will suffer should adoptions cease Jan. 1, 2003.
