Honourable Sirs,

We, the undersigned, as members of The Cultural Bodies of Cyprus, funded mainly by the Cultural Services of the Ministry of Education and Culture for the organization of many of our manifestations and activities, are facing very serious difficulties for a second year in a row, due to the following reasons.

The way that the examination and approval of the budget items concerning culture, is being carried out by the Parliamentary Committee on Financial Affairs, forces us to deal with serious operational problems since we cannot receive any funding or any of the remaining amounts of approved and executed expenses and actions, which includes work remunerations, services and products acquired from the private sector. Thus we are left exposed for activities executed in the previous year 2009 and for programmed actions for the beginning of 2010.

This extraordinary delay and the disruption in the usual flow of approved funding, which was noticed last year for the first time, caught us unprepared and we had to deal with it one way or another with most adverse consequences. Furthermore, we are informed, the same disruption is taking place this year too; we cannot receive our approved, audited and materialized expenses, due to the fact that the Parliamentary Committee is delaying the approval of the Cultural Budget Items.

We have no doubt that the Cyprus Parliament and our Parliamentary Elected Representatives are carrying out their function of exercising control of the state running issues, however it is not fair at the same time to exercise this in such a manner and time frame which literally hinders-prevents the private, communal and many non-profit cultural organizations in their everyday operation. This way, serious blows are stricken to the cultural development, but also to the employment of a large chain of the population, artists, technicians, organizers, advertisers etc, whilst we all recognize the value and important contribution of the cultural production to our country.
