We as Louisianans and Americans petition the above officials to use all available technologies and tactics to mitigate the damage to be caused by Hurricane Gustav, including but not limited to:
* Aircraft assets of the Louisiana Air National Guard and/or the U.S. Air Force to fly over Gustav and drop into the storm solid carbon dioxide ("dry ice") and/or task-specific chemical materials ("Dyn-o-gel") provided by the Dyn-o-mat company of Florida to absorb and dissipate the storm's moisture.
* Any satellite-based directed-energy assets of the U.S. Air Force and/or the National Aeronautics and Space Administration to alter water temperature in the Gulf of Mexico so as to "steer" Gustav away from populated areas such as New Orleans.
* Any capabilities the U.S. Navy's Alaska-based High-Frequency Active Auroral Research Project (HAARP) may have for weakening Gustav and/or steering the storm away from populated areas.
