North Carolina currently is third in the nation in the number of homeless companion animals it kills each year. This statistic is a concern for a large number of North Carolinas citizens. County and local governments do not have the fiscal resources to adequately deal with this problem. To combat this crisis in our state, many counties depend upon private organizations to rehome animals, provide for their veterinary care, and to create spay/neuter programs to help eliminate this problem in the future.
The new Animal Welfare Act regulations recently approved by the Department of Agriculture will force private shelters to exhaust their resources not on animal care, but on large-scale and unnecessary facility renovations. The net effect will be to force most if not all to close their doors, resulting in an increase in already alarming euthanasia rates.
We, the undersigned, respectfully request that the North Carolina Legislature investigate this matter and rescind the recently approved changes in the Department of Agricultures Animal Welfare Act regulations.
