Release Gun Registry Cost and Benefit Analysis

WHEREAS: The Right Honourable Paul Martin, since becoming Canadas unelected Prime Minister, has continuously stated that he will eliminate the Democratic Deficit;

AND WHEREAS: The Liberal Government instituted the infamous Firearms Act (the Act) and its constituent licensing and long gun registry regime without regard to the violation the Act commits against seven sections of the Charter of Rights and Freedoms contained in the Canadian Constitution;

AND WHEREAS: The Liberal Government instituted the aforesaid gun registry on the basis that it would reduce gun violence in the streets of communities across Canada and the net cost of implementing the licensing and gun registry would be no greater than $2.0 million as stated repeatedly by Ministers of the Government;

AND WHEREAS: The gun violence in the streets of communities across Canada has increased since the coming into force of the Act and the cost of implementation has exceeded $1.0 billion and is reportedly nearing $2.0 billion, representing at least a 500\% increase in the cost, the worst cost overrun in Canadian Government history;

AND WHEREAS: Julian Fantino, the Chief of Police of Toronto has publicly stated that the gun registry has done nothing to curb gun violence in the streets and does not provide police with an effective tool for the prevention or solution of gun crime;

AND WHEREAS: The Liberal Government has continuously withheld information from the House of Commons on the outrageous escalation in the cost of implementation of the gun registry;

AND WHEREAS: The Liberal Government under the leadership of the Honourable Jean Chretien, declared that the Cost and Benefit Analysis (the Analysis) of the implementation of the Act was a Cabinet Secret and did so without stating the reason for doing so and without any evidence of a threat to the national security of Canada in the event that the Analysis was made public;

AND WHEREAS: The Secrecy of Information Act of Canada does not prohibit the disclosure of Cabinet Secrets:

THEREFORE WE THE UNDERSIGNED insist and demand that the Honourable Paul Martin declare forthwith that the Cabinet Secret classification of the Analysis be removed and the Analysis be made public as a demonstration of his sincerity to remove the Democratic Deficit of the Liberal Government and to make his Government transparent, and to immediately divulge to Parliament and the taxpayers of Canada the true full direct and indirect cost of implementing and administering the gun registry and licensing regime.
