In 1998, aBipartisan Joint ParliamentaryCommittee conducted hearings across
   Canada to seek the advice of Canadiansto answer the questionof how best to
   amend the Divorce Act of Canada (1985)to reduce the amountof damage done
   to children when their parents separate.The committee'sreport was called "For
  the Sake of the Children", and was read intoParliament. It waswithdrawn by then
   Justice Minister Ann McLellan inDecember, 1998.

   While hundreds of thousands of childrencontinued to suffer,and so many more
   were enrolled into this abuse, thegovernment of Canadahas obfuscated and
   delayed the much needed reform for thelast five years.Now it has introduced
   Bill C-22, which is now past its secondreading in Parliament.C-22 now stands
   before committee for its final draftbefore being passedinto law.

   BillC-22 abandonsall the reforms urged upon the government byParliament and
   the people of Canada, as articulated in"For the Sakeof the Children". Instead,
   the government attempts to entrenchlegally quarrelsome,divisive and excessive
   points of law, and supplies the legalcommunity with moregovernment funding
   at the expense of our children, and tothe detriment ofthe nation. Bill C-22 is an
   unwholesome and unwarranted intrusion ofthe state intothe private lives of
   citizens.

   This petition requests the governmentabandon the abusiveclauses of C-22
   which leave our children to the tendermercies of thedivorce industry. This
   petition requires the government toincorporate the 48recommendations of the
   Parliamentary report, "For the Sakeof the Children",into Bill C-22. It is the will
   of the people and the will of Parliamentto immediatelyimplement every child's
   inalienable right to the care, comfortand guidance ofBOTH of their natural
   parents in an equally shared formatwithout discriminationto unjustly favour one
   parent over another.

   No other solution is consistent with thegender equalityat law principles of the
   Constitutionof Canada.
