We, the undersigned, hereby petition the City of New York and its Department of Consumer Affairs to reconsider the transfer of the license for the newsstand at Astor Place and Lafayette Street to Jerry Delakas.
Jerry has been operating this newsstand for almost 25 years under a license held by Katherine Ashley, a friend. Mrs. Ashley died in 2006 but she included the newsstand license in her will, which stated, It is my wish that [Delakas] continue in his capacity of day-to-day operator of that newsstand after my demise and, if possible, succeed me as franchisee. Mrs. Ashley's husband succeeded her as licensee and continued the arrangement. He died last year. The City has denied the license transfer to Jerry.
Jerry has been a vital part of our neighborhood and an asset to our community. His value to us far exceeds the sale of papers and lottery tickets. He watches over our streets because he is concerned about the safety of our young children as they travel to and from school. He is supportive of our teenagers and has a kind word for those of us he sees daily.
We unequivocally support his continued operation of the newsstand as licensee and have affixed our signatures below.
