We, the undersigned citizens who live and/or work within the City of San Diego, California, and depend upon the citys health and safety professionals, do hereby register our strenuous objection to the plan to move San Diegos Community Emergency Response Team (CERT) program from the San Diego Fire-Rescue Department to the citys Office of Homeland Security.

As CERT membersand other citizens who rely on CERT in times of needwe cannot allow the contemplated change in the San Diego CERT organization to go forward. The plan is illogical and would be extremely bad policy.

San Diego CERT members are trained by, work closely with, and answer the call of the San Diego Fire-Rescue Department. Answering to any other jurisdiction or department is unacceptable, would harm the program, and would put our citizens at unnecessary risk.

We call upon Mayor Sanders, the San Diego City Council, and the Independent Budget Analyst to insist the San Diego CERT program remain within the San Diego Fire-Rescue Department.
