- In 2008, there were 5 times more Internet users in Africa (51 million surfers, or 1 neighbor of 20) than in North America (248 million users), while Africa is 3 times more populous than North America. 94\% of primary and secondary schools are connected to the Internet in western countries, against only 38\% in developing ones. This figure is merely reduced to 1\% in Africa.
The DSF has unfortunately suspended its activities on January 26, 2006 for lack of financial support.
Yet, it has received political support:
Of the European Union;
Of Head of states at the MDG 5 and 60th Anniversary of the UN in 2005 in New York;
Of the Eleventh Conference of Heads of States of the Francophony;
And many others ...
However, efforts to bridge the digital divide and promote effective use of ICT for development are essential aspects of the fight against poverty. They are also targets of the Millennium Development Goals and United Nations Millennium Declaration.
According to a new report published by the Group of the World Bank in 2009, Internet services access and mobile phone quality and good market allows the development of economies and societies at all levels. Therefore an increase of 10 \% of Internet connections to broadband is accompanied by 1,3 \% economic growth.
In 3 years the DSF has collected only $ 6.4 million while the Global Fund to fight against AIDS, Tuberculosis and Malaria has collected $ 12 billion. Namely two thousand more!
To save the DSF :
Let us Mobilize;
Let us encourage governments worldwide to join the DSF;
Let us encourage the World Bank and international organizations to join the DSF;
Let us commit United Nations to get involved in the DSF
For instance we can copy the organization and operational system of copy exactly the organization and operation of Global Fund to fight against AIDS, Tuberculosis and Malaria on the DS.
