This petition is for the Residents of West Coast USA, along the Pacific Area.
The proposal is to allow licensed or union fisheries, and licensed fisher person(s) (including sport) to return or seed the West Coast with sea fish, clam, oysters, crabs, other sea life caught for food to the general zoned area for fishing these sea animals were caught. Including nearby harbors away from public beaches, if the fisheries cannot return the hatchling to the area.
Other California Government such as Department of Fish and Game, Argriculture, or Forestry. Shall also have this authority, to buy these hatchlings from the fisheries.
This prevents over fishing, lower food stocks, and protecting the species of these animals.
Seed as in hatchlings or fertilized eggs to the nearby zoned fishing areas for public or commercial uses.
