Through a public financing system, triggered once a candidate receives a certain number of small donations under $100, the Fair Elections Now Act would allow federal candidates to run for office without relying on lobbyists, large contributions, or big money bundlers, and would also allow politicians to focus on what constituents want instead of continuously raising money. Funding for the program would not come from taxes on individuals, but instead from a small fee on large government contractors and 10\% of the revenues generated through the auction of unused broadcast spectrum.
With nearly $2 billion spent by House and Senate candidates, the 2010 midterm elections were easily the most expensive midterm elections in U.S. history. They marked a 40\% increase over the last midterm elections in 2006, and the cost of running a successful campaign is expected to continue to skyrocket in the coming elections. Without a clean elections system, candidates will increasingly be forced to rely on wealthy individuals, corporations, and special interests to fund their campaigns.
