"Tag Boards", billboards for graffiti around the world

Over the time growing up in New York City, I've been prone to seeing graffiti on buildings, street signs, and almost anywhere imaginable. I myself at one point also "tagged up", but sort of felt bad about doing it, due to the fact that; it may at some times make my city look bad.
Being a graffiti artist before, I've notice one main thing every graffiti artist wants... Exposure. The point of graffiti is not only for showing your artistic talent, but to also show how many "ups" you have. (How many tags you put up, and how many places you've hit.
I had an idea that might make the city cleaner, but still let graffiti artists get the exposure they deserve. "Tag Boardz", (Tag Boards).
What these will be are billboards in which will let graffiti artist, and normal people all-together "tag up" on these boards, without having to worry about harming their city, and getting arrested by the police.
These boards will be of certain sizes depending on which streets they will be allowed. If I can get at least 10,000 signatures (which seems impossible, but will still try...) I will personally bring this petition (pages printed,) plus email them to the mayors office, and see if I can get this project up and running. From there on, I will discuss things like where they will be placed, what size for which spot, and so on.
I think this will make an impact on not only the city, not only the country, but probably all over the world. This helps everyone out in the end, and if we all stick together, we can make this project come to life. Maybe we all might need to chip in a little something-something, but we can always have major artists, and buyers alike have charities to get the ball rolling.
