Why was the Dog Murdered?

We the undersigned respectfully ask the Police Department investigate the "excessive use of force" and "inappropriate shooting of a pet (dog) by a police officer on 07/12/07. The tragic event occurred at Oakmont Drive north of Old Alturas Road in East Redding. The dog had been shot with pepper spray, a stun gun, twice with a 12-gauge shotgun, and "intentionally run over by a police officer in a car twice to stop it." Animal control officers were not given the opportunity to handle/complete the situation.
We believe the police officer inappropriately used lethal force to kill a dog that was not a threat. Animal Control would of captured the dog if the officer didn't interfere. We would like to know the justification for using such extreme force, and why Animal Control was not allowed to do its job! We believe the police officer acted inapprorpiately and should be prosecuted for using excessive force and animal cruelty.
