Xbox 360 Suspension/Ban Reform

Basically any sore loser you defeat in a game and/or an Internet bully can report you at any time. Microsoft claims they investigate each report ,but we all know that's a lie. I'm sure they get millions of reports in a week and providing the manpower needed just to check them would be one hell of a payroll.
I am not one to complain about something without providing a solution as to how it can be fixed. With that said I have a few "Ideas" that I think would help slim down the chances of false reports by the truckloads. They are as follows.
1. Only gamertags who have had the service for more than 1year should be allowed to report people. This will stop the freeloaders who make new gamertags every month (to cash in on the free month they receive) from going around reporting people at random.
2.You should only be allowed a certain number of reports a week. Let's be generous and say 2 a day. 14 a week. Although I think less would be much more appropriate.
2.1 - If you are constantly meeting the report limit you should come under review yourself for abusing the right to report violators. If you are found to be doing this it should result in an immediate CONSOLE BAN.
3.Before you complete a report on someone an option should appear. This option being to block communication & mute the player instantly instead of reporting them. It will act as a buffer before going to the reporting process. It will give people a chance to say, "Well maybe this is a simpler solution.". In actuality it is a simpler solution, and can solve most problems except for hackers, boosters, and the like.
4.You should only be able to report someone you are currently in a game with. For instance, if I'm playing call of duty and you are violating xbox lives terms I should report you right away. If you leave the match and I don't report you by the time the match is over then I should lose the right to report you.
5. You should not be able to report a person for more than one violation at one time. If they are breaking multiple rules at once, reporting one should be sufficient enough. Which rule to report them violating should be left up to your descretion.
6. Conversations that take place over xbox live that are not text/recorded in a message should not be reportable. There is no proof of what was said unless an xbox live employee was present. With messages ,at least, there is substance to go with the claims.
7. If you do happened to get banned you should still be allowed access to Netflix and other paid for services such as Zune videos through your dashboard.
8. Xbox customer service should be required to explain IN DETAIL why you were banned. We pay for xbox live and,as customers, deserve the right to know exactly why we were banned and who/how many people are reporting us.
9. A substantial amount of reports must be made before a suspension/ban is applied. Less for violations that carry short suspensions (let's say 30reports) to more for violation that can bring on a ban (75-100)
10. If you go three weeks without getting reported once your account should automatically be cleared of all reports against you. Obviously that one report was a minor incident and should be looked past. There are bigger fish to fry.
This concludes my petition for reform of the suspension/banning procedure. I feel I,and many others, have been a victim of false reports by sore losers one too many times. It's time for Microsoft to get on the ball and treat it's PAYING CUSTOMERS correctly when it comes to the taking away of privileges of something that we pay for. Please sign your name and pass this petition around. It's time we are heard and that something is done on Microsoft's end.
