911 Operator's job saved though she refused to answer the call of a 6 year boy calling for help for his dying mother

On February 20, 2006, 6 year old Robert Turner, called an emergency operator at 911, calling for help as his mother lay dieing on the kitchen floor. The operator believing it was a prank refused to send help and even chastised the boy for playing on the telephone. As a result of the operators failure to act, the childs mother died.
In an interview, Kimberly Harris, the union president of AFSCME Local 1023, said more than a quarter of phone calls received by 911 operators are prank calls and therefore the 911 operator will be disciplined, but because of her years of service she will not be fired.
This is an outrage, regardless of crank calls any call to emergency services should be taken seriously, and even though a woman is dead and a child is not motherless, this operator is going to be permitted to return to her job.
We, the undersigned urge the AFSCME, The Mayors office, the Governors office and the District Attorney of Detroit to re-examine this tragedy and terminate this employee immediately, and consider filing manslaughter charges, due to the inability to know if paramedics had been sent to would the mother have been saved.
