The California State Constitution should be amended to require that:
1. Any criminal matter brought before any state court in the State of California be accompanied by documentation indicating the immigration status of each defendant.
2. Said documentation be certified as correct by the prosecuting attorney.
3. No release or bail be considered until such documentation is provided to the court.
4. Failure by the prosecuting attorney to supply said documentation in a timely manner result in censure by the court.
