We are a group of parents with recent additions to our families.
While we were delighted by the slew of measures announced during the National Day Rally 2008 to support parenthood, we also feel that the way the implementation date was first chosen and then revised was not well-considered.
We make the following two proposals:
1) Extend the enhancements to the baby bonus and CDA schemes to (first baby and fifth and higher order) babies born between 1 January 2008 and 16 August 2008 as well. These babies just missed out on the additional baby bonus and CDA contributions, but will still be enrolling in pre-schools, kindergartens and schools in the same year as those born this year on or after 17 August. The 17 August date is too arbitrary from this perspective.
2) All working mothers who have children less than one year old should be granted up to a month of additional maternity leave, as long as they can make use of this additional leave within the child's first year of life.
We would also like to suggest that when launching a series of benefits that have cut-off dates, a pro-rated system would seem fairer and leave less people feeling like they received nothing when they could have received everything. A good example of this was when MINDEF staggered the reduction in length of Full-Time National Service from 2.5 to 2 years for various groups of NSFs.
