Fight Against TBC Street Trading Consent Permit

Torfaen Borough Council in Gwent, are forcing Catering Trailers to apply for Street Trading Consent Permits. This is going to cost us 1,200 or more per year & because of the Restrictions it imposes, approx 12 of the 22 legally operating Trailers will be forced to close. Most of these businesses already have Planning Permission to trade. This Permit scheme will close many down. Is this right? Is this ethical?
