Homes Against Lamp-post Obstruction (HALO) regarding lighting improvements by DW Limited for Barnet Council

Dear Rt. Hon. John Denham MP,

We, the undersigned demand for Barnet residents to be provided with the following:
1. The same halt of all works pending a proper and thorough investigation that was granted to the residents of Leicester Rd, London N2 on the 28th April 2009 against David Webster Limited (DW Ltd) by Councillor Andrew Harper.
2. Inquiry with Environmental/Social Impact Assessment & survey for all residents.
3. Clear consultation, recorded mail, with 4 months prior to the start of any works.
4. Continual consultation, with the Local Authority Council involved throughout.
5. Use the existing lamp-posts and/or fit new lighting-heads on the existing lamp-posts just like they do in several other London boroughs, e.g. Haringey.
6. Removal of DW lighting columns that do not use existing/prior lamp-post sites.
7. Removal of DW lighting columns on/near and opposite boundary/party walls.
8. DW's Council contract made public (Terms/Conditions/Finance/Costs per unit) and all information relating to the award of the contract to DW over all other tenders.
9. No Nuisance from light-spill/bleed whatsoever (light-head set/reduced to zero) just like the 'Serina' L.E.D. lighting-head manufactured by DW Windsor Ltd.
10. Options on spec, e.g. to keep necks on lamp-posts (DW has neck-fitted many posts in many Barnet roads), the lights' true colour output (Yellow or White?) etc.
11. DW Ltd must join the Considerate Constructors Scheme (CCS) immediately.
12. No infringement on human rights and the peaceful enjoyment of homes.
