Earthlink, Covad and Qwest should work together to allow Earthlink to provide "naked" DSL service...DSL service without local phone service. Since the monopoly is the copper wire from the apartment or home to the CO: Qwest should make that copper available for any use that is technically feasible while not forcing consumers to bear imposed costs that are not necessary such as local phone service, when VoIP can suffice.
Earthlink and Covad must keep pace technologically -- since Qwest offers naked DSL, they should and must offer a DSL that does not require local phone service.
The consumer would benefit.
