Esta peticion va dedicada exclusivamente en contra del Borrador 1 (23/4/2007) expuesto por la Junta de Andalucia, Consejeria de Gobernacion: Direccion General de Espectaculos Publicos y Juegos.
Especialmente contra el "Articulo 11-Esterilizacion":
1. Los perros declarados como potencialmente peligrosos y las razas de perros incluidas en el Anexo I de este Decreto, deberan estar esterilizados para su adquisicion y tenencia por un particular para compaсia y uso domestico dentro del ambito de la Comunidad Autonoma.
De igual modo sera obligatoria la esterilizacion cuando asi se determine por mandato o resolucion de las autoridades administrativas o judiciales.
2. En los casos de venta, donacion o cualquier tipo de traspaso de la titularidad, el transmitente de los animales debera suministrar, en su caso, al comprador o receptor de los mismos, la certificacion veterinaria de que los animales han sido esterilizados.
3. El certificado de esterilizacion debera acreditar que dicha operacion ha sido efectuada bajo supervision veterinaria, con anestesia previa y con las debidas garantias de que no se cause dolor o sufrimiento innecesario al animal. Dicho certificado se hara constar en la hoja registral del animal.

Creemos que esta ley forzosa de esterilizacion no es la solucion para los problemas actuales con los mal llamados "perros potencialmente peligrosos", y la Junta de Andalucia deberia enfocar sus refuerzos en otras alternativas menos agresivas como puede ser la concienciacion, educacion, campaсas de esterilizacion gratuita, control de importacion ilegal proveniente de Paises del Este, control y regulamiento de cria por profesionales/particulares y una reforma en la Ley actual de Tenencia de Perros Potencialmente Peligrosos realizada por gente experta en este tema y con la experiencia adquirida en estos ultimos aсos.
Cualquier tipo de ley especifica es daсina tanto contra las razas caninas como para los dueсos de estas, segun Simon Ovens de la policia metropolitana de Reino Unido, donde hay un listado de razas potencialmente peligrosas que estan prohibidas, el indice de ataques por animales no ha bajado si no que ha aumentado, esto demuestra la poca eficacia que tienen las medidas drasticas y lo importante que es la educacion por parte de los propietarios y no tanto la raza o caracteristicas fisicas del perro. To all Foreign people united against BSL:
This petition is against BSL on Andalucia, that forces all "pontentially dangerous dogs" to be sterilized before selling/buying as a companion pet or domestic use on this Spanish region.
The actual law forces every owner to have a ownership license, insurance up to 120.000 and walk with leash and muzzle on public places.
We think there should be other less agressive law projects to fight against agressive dog atacks, abandoned dogs and massive and uncontrolled selling, for example:
-Educative information to future owners.
-Free sterilization.
-More control on professional and casual breeders
-A rework on the actual BSL done by experts and with the experience of the past years with this actual law.
-Fight against illegal importation from East Europe contrys.
Those should be their main goals instead of just forcing every "pontetially dangerous dog" breed to sterilization.

"The debate over dangerous dogs is likely to come to fore again after a six-year-old girl was attacked in Greater Manchester by a neighbour's dog.
However, while Pit Bull 'type' dogs have caused the most consternation in recent months, the latest incident involved a border collie who bit off part of the girl's nose.
Piper Delaney, from Salford, was feeding ice cream to her next-door neighbour's pet when she was savaged.
The owner of the dog, which has now been sized by police, said: "Benji was a good dog, there were never any signs this would happen and the police dog handler said he wasn't fierce or showing any signs of danger."
Piper has been taken to Booth Hall hospital in Blackley and doctors are hoping that they will be able to surgically attach the missing piece of nose, which was found by another child.
Last month, MPs and experts met to discuss the Dangerous Dogs Act, which many believe needs to be amended or replaced with new legislation.
"Statistics on dog attacks have not reduced since the Act was introduced and in fact, the number of hospitalisations is reported as having doubled," said Superintendent Simon Ovens from the Metropolitan Police Service."
