Safer streets for cycles, skates, roller blades..

This petition is for public safety of person(s) using vehicles without a safety cage. Such as cycles (tricycles, bicycles, motorcycles), skateboards, scooters, roller blades, roller skates. Vehicles built for ages 20 and below.
These small vehicles without safety cage similar to motorized fuel gas/electric vehicles have no protection.
The petition is to pass city ordinance: such vehicles cannot be painted 50\% coloring such that it cannot be seen in pre-dawn, dusk, or street light. Usually camoflauge coloring: NON-Reflective brown, green, gray, black, sand. Including head gear, arm pads, knee pads, and related safety gear.
Modification of older vehicles can be done with reflective tape, accessories, or approved paint shop.
