Statement I

According to media reports and testimonials, Mr. Sombat Boonkhamyueng, lecturer at the Chiangrai Rajabhat University and director of Institute for Peace and Inter-Ethnic Studies, is under investigation for sexual harassment and violation of the human rights of his students and subordinates over a long period of time.

He lured potential students who were indigenous to study at the university by guaranteeing them scholarships and living costs. However, once there, the students were obligated to pay for all costs by themselves. Some of them have registered complaints to the president of the university regarding this issue, but their complaints did not receive any attention from those in charge.

The organizations and individuals listed below consider this incident criminal and that the lecturer acted criminally against his students and his subordinates.

We therefore demand as follows:

1. Chiangrai Rajabhat University must annul all board committees that were appointed to investigate those students and lecturers who protested. The ones who registered complaints should not be treated as wrongdoers, but instead as victims. Registering complaints is a justified right because they did not receive any attention from persons in charge for the violation of sexual and socio-economic rights of many persons, committed by the director of Institute for Peace and Inter-Ethnic Studies.

2. The Ministry of Education must appoint the central board committee to investigate the president and Mr. Sombat Boonkhamyueng. If they are found guilty, they should be punishable by laws governing government officials and criminal law to the fullest. The central board committee must be neutral and must be able to understand the complexities of gender and ethnicity issues.

3. The misconducts of Mr. Sombat Boonkhamyueng could be construed as crimes for the following reasons: attracting young ethnic people to study by promising to give them scholarships; using the subsequent enrollment of students as a justification to receive funds to run activities of the Institute; sexually abusing female students and subordinates continually for a long period of time; and violating ethics as a lecturer and anthropologist.

At this time, Mr. Sombat Boonkhamyueng is going to pursue Ph.D study in a foreign country. Therefore, we ask for cooperation from related people to temporarily stop supporting him in all forms. We are requesting that the New Zealand Embassy reject his visa application, all of his references to revoke references for him, and all sources of funding to stop supporting him. If the allegations of his misconduct are proven correct, then his actions are a violation of human dignity. We are requesting that all parties involved remain in the country until the investigation of this issue is completed.

4. If the misconducts of Mr. Sombat Boonkhamyueng are true, it is the use of "knowledge" to seek "power" and other benefits through victimizing young ethnic people. Therefore, we would like any person, group, organization, and agency that works on issues of ethnicity, natural resources, human rights, environment, and other issues, which formerly supported the activities of the Institute of Peace and Inter-Ethnic Studies, to stop giving support and assistance to the Institute, which is part of Chiangrai Rajabhat University, until the investigation is completed. In addition, the investigation should be transparent and just, non-patriarchal, and non-oppressive in terms of gender, ethnicity, class, and age, which are the roots of the oppression of humans, women, ethnic and disadvantaged people both in Thai and other societies at this time.

5. The students involved must be immediately provided with emotional and financial supports, as well as protection from threats from related people.

6. The organizations and individuals signing this statement would like to give moral support to students and lecturers who are courageously asking for justice regarding the misconduct of Mr. Sombat Boonkhamyueng, who has oppressed the dignity of women and indigenous students. This issue is an example of a national problem that has existed in Thai society for long time, a problem that is ignored or resolved superficially and is perpetuated again and again. To resolve this issue is therefore to resolve gender inequality and violation of dignity of women and indigenous people.
