Unsuitable owners to be banned from having pets

It makes me want to cry when I see beggars on the Birmingham streets...with dogs. I think it's wrong-they only have them for sympathy, and can't afford to look after them (if they're genuine). Perhaps a system could be set up where homes are viewed, owners tested. They wouldn't give children to anyone!

I think that people should have to have a license to have a pet...I feel that there are too many pet owners that don't take proper care of their pets and that putting them through a pet owner class and giving them a license to have their pet would prevent

I agree, but I did meet one homeless woman who really did take good care of her cat and she found a stray chow and took care of it for a few days until a woman passing by wanted to adopt it. It was a very good outcome and the dog did not need to go to th

People need to know what it takes to take care of an animal and if they can't they shouldn,t have one.
