Dear Prime Minister,
We, the undersigned, appeal to you to amend the Indian Penal Code to make ragging a punishable offence as recommended by the RK Raghavan Committee on ragging, and reportedly endorsed by the Supreme Court.
As you may be aware, the murder of Aman Kachroo in a medical college in Himachal Pradesh has shaken the nation. The Supreme Court banned ragging in 2001 and since then at least two dozen ragging deaths have been reported. While this is a murder case, matters would not have reached this level had Aman been able to use an anti-ragging law to approach the police.
It has been reported in the media that despite an oral request by the Supreme Court to amend the IPC, officials of the Home Ministry decided not to do so as they felt the SC orders of June 2001 and May 2007 are enough. As Aman Kachroo's sad case shows, that is not true. We urge you to review the decision.
Furthermore, we demand that all 50 recommendations of the RK Raghavan be seriosuly looked into by your government.
