Amend London's Congestion Charge

To Mayor Ken Livingstone,
We, the undersigned, request London's Congestion Charging scheme stop penalising those who forget to the pay the Charge and introduce reasonable payment periods that extend to after the day of travel. As such, we request the following amendments to the scheme:
1. A PCN relating to non-payment of the Congestion Charge should only be issued 2 days after the day of travel.
2. The Charge should remain 5 until 2 days after the day of travel and thereafter, 10 until 5 days after the day of travel.
In addition, we request that:
3. Vehicles used by emergency service workers journeying to or from work, where their hours of work demand shifts of 9 hours or more, should be added to the list of exmemptions.
