ANSI-C2009 standard cross-platform graphical library

As a programmer of ANSI-C99 language, I believe there would be a benefit for all, if ANSI could define a standard cross-platform library interface for 2D vector graphics and basic widgets, like the algorithmic and CLI I/O part of C.
In the past the GUI was not as important as it is now, but all modern languages include a standard graphical library.
Let the implementers of Cairo, GTK, QT, WxWidget, GLUT and other, adhere to that standard interface, with custom free implementation and extend it, or propose yourselves a free reference code.
Every C compiler should be paired with an implementation conforming to that library interface.
In second instance it would be nice if you could specify also a standard interface for 3D graphics.
