APPEAL FOR A TRUE PEACE IN THE MIDDLE EAST


WHAT CAN BE DONE FOR PEACE?


Once again blood is being shed in Palestine. Brutal repression by the occupying army triggers the anger of a population worn down by humiliation and disillusion. If the immediate cause of the recent spiral of violence was the visit on September 28th of Ariel Sharon to the Dome of the Rock in collusion with Ehud Barak who supplied his escort of a thousand soldiers, the deeper reasons for the present situation lie in a policy pursued by all Israeli governments. The violence will continue, claiming more victims and causing ever greater damage. This makes it imperative that the basic causes of the crisis be examined and that policy be guided by such reasoned reflection.

The occupying Israeli army has been unlawfully present in the West Bank, Gaza and East Jerusalem since 1967. The colonisation policy pursued by successive Israeli governments violates United Nations resolutions, as well as the IVth Geneva Convention on Occupied Territories. The Occupied Territories represent just over one-fifth of the total area of Palestine, the Palestinians having courageously made the enormous concession of accepting that almost four-fifths of their native country should devolve to an Israeli State. The Oslo Accords promised the gradual restoration of some kind of normality in these territories, as a prelude to the creation of a Palestinian State, but neither Ehud Barak nor his predecessor have allowed these agreements to be translated into progress towards this goal. Rather they have pursued a policy of dispossession which has brought despair to the Palestinian population. This colonial situation must now be brought to an end.

We implore the international community, in particular the European Union and Great Britain as a member of the Union, to remain passive no longer before the injustice inflicted on the Palestinian people for decades. It is offensive to put on the same footing the occupying forces and those who are occupied, the oppressor and those who resist oppression, the fourth most powerful army in the world and protestors armed only with stones. It is irresponsible and dangerous to treat a political conflict as if it were a confrontation between religious communities, at the risk of promoting extremism of all kinds. It is ludicrous to call for a fresh start to a peace process which has proved unjust and failed to work. Although media reports have suggested that an agreement was ready to be signed at Camp David and was blocked only by the stubbornness of the Palestinian side on the question of Jerusalem, in fact the stumbling-block was not only East Jerusalem but all the other fundamental questions -- the rights of the Palestinian refugees, the status of the Israeli colonies, and the frontiers between the two states. Neither Yasser Arafat nor any other Palestinian leader could have agreed to the conditions dictated by the Israeli side.

Fundamental change to the basis on which peace negotiations are conducted is now required in order to ensure respect for the resolutions (242, 338, and 194) of the United Nations. Due to its consistent partiality, the United States has lost all credibility as an arbitrator. The Arab countries, Europe, the United Nations, among others, must no longer consent to their marginalisation in the search for ways of establishing a just and durable peace in the Middle East. For more than fifty years the State of Israel has been allowed to act as if it were above the law. Having passed solemn resolutions, the member states of the United Nations, and principally the great powers, cannot evade the responsibility of applying those resolutions. Still less can they stand by before the implementation of policies which flout these same resolutions.

Political action is now required. The Occupied Territories are threatened by an Israeli separation plan designed to finalise division of the territories into isolated fragments cut off from each other and from the outside, condemned to economic death. The Israeli government has now declared "a war" on the Palestinian Authority and people justifying the deployment not just of sharpshooters and assassination squads but of tanks and helicopter gun-ships. Any further hesitation in enforcing the kind of sanctions applied in other parts of the world will give the enemies of peace free rein. Immediate measures should be taken to protect the Palestinian population, and a truly international commission of enquiry should be formed. Having accepted the right of the Palestinian people to a State, the European Union should announce that it is ready to recognise that State as soon as it is proclaimed. The European Union and its member governments should now suspend the co-operation agreements signed with Israel.

The British government must assume the responsibilities that arise from its historical involvement in the region and its central role in the European Union. Recognition and protection of the rights of the Palestinian people can be delayed no longer.

The CVPR-PO published their appeal, given below, in Le Monde on November 4th 2000 and will submit the appeal with all signatures to the French authorities. The English appeal will be submitted to the British authorities. We aim also to submit signatures for both petitions to the highest instances of the European Union.



QUE FAIRE POUR LA PAIX?


Le sang coule а nouveau sur la terre de Palestine. Brutalitй de la rйpression des forces d'occupation et rйactions exaspйrйes d'une population recrue d'avanies et de dйsillusions s'enchaоnent. Si la responsabilitй immйdiate de la violence incombe clairement а а la provocation d'Ariel Sharon,dont Ehud Barak s'est fait le complice en lui fournissant une escorte de gardes du corps pour se rendre sur l'Esplanade des mosquйes, c'est en rйalitй la politique menйe depuis de longues annйes par les gouvernements israйliens, de gauche comme de droite, qui a conduit а la situation actuelle. Il est а craindre que les dйsordres ne s'arrкtent pas avant d'avoir fait beaucoup d'autres victimes et de dйgвts. Inйluctablement toutefois, le moment viendra oщ il faudra bien faire place а la raison. C'est а une rйflexion de fond qu'il convient de s'attacher d'urgence.

Nous rappelons que l'armйe israйlienne est une force d'occupation dont la prйsence en Cisjordanie, а Gaza et а Jйrusalem-Est depuis 1967 est illйgitime. La politique de colonisation viole ouvertement les rйsolutions des Nations Unies, ainsi que la IVe Convention de Genиve sur les territoires occupйs. Ceux-ci, il convient de l'avoir а l'esprit, ne reprйsentent en Palestine que 20\% de la superficie totale, les Palestiniens ayant fait la concession majeure, courageuse, d'accepter que 80\% de leur patrie l'origine soient dйvolus а un Etat israйlien. Les accords d'Oslo auraient dы progressivement rйtablir dans ces territoires une situation normale, prйlude а la crйation d'un Etat, mais Ehud Barak pas plus que son prйdйcesseur ne les a appliquйs. La politique de dйpossession continue de la population, gйnйratrice de dйsespoir, s'est poursuivie. C'est а cette situation vйritablement coloniale qu'il faut aujourd'hui mettre fin.

Nous en appelons а la communautй internationale, en particulier а l'Union Europйenne et au sein de celle-ci а la France, pour qu'elles sortent enfin de leur passivitй devant le dйni de justice infligй depuis des dйcennies au peuple palestinien. Il est indйcent de mettre sur le mкme pied l'occupant et l'occupй, l'oppresseur et celui qui s'insurge contre l'oppression, une armйe rйguliиre dotйe de tous les moyens modernes et qui n'hйsite pas а s'en servir, et des manifestants dont la plus grande partie sont des jeunes qui n'ont d'autres armes que des pierres. Il est irresponsable et dangereux de chercher а dissimuler la nature politique du conflit derriиre un affrontement entre communautйs religieuses, au risque de nourrir les extrйmismes de tous bords. Il est dйrisoire d'appeler а la reprise pure et simple d'un processus de paix gravement dйsйquilibrй et qui n'a pas fonctionnй. Car en rйalitй, contrairement aux informations selon lesquelles l'entкtement de la partie palestinienne а propos de Jйrusalem aurait fait йchouer un accord tout prиs d'кtre conclu, les discussions ont achoppй non seulement sur Jйrusalem-Est, mais йgalement sur tous les autres problиmes - droits des rйfugiйs , statut des colonies, frontiиres ... Pas plus que Yasser Arafat, aucun responsable palestinien n'aurait pu souscrire aux conditions posйes par la partie israйlienne, qui rendent impossible l'йtablissement d'un Etat viable.

On ne sortira de la situation dramatique actuelle et l'on n'йchappera au danger de son aggravation que par un changement radical des bases de la nйgociation faisant impйrativement droit aux rйsolutions des Nations Unies. Les Etats-Unis, qui se sont discrйditйs par leur partialitй systйmatique, ne peuvent plus prйtendre s'en rйserver la direction exclusive. Les pays arabes, l'Europe, les Nations Unies, entre autres, ne doivent pas accepter d'кtre plus longtemps йcartйs de la recherche active des moyens d'йtablir une paix juste et durable au Proche-Orient. Il est grand temps de mettre fin а la dйmission de la communautй internationale qui a permis а l'Etat d'Israлl d'agir depuis plus de cinquante ans comme s'il йtait au dessus des lois. Aprиs avoir adoptй des rйsolutions solennelles, les Etats membres de l'ONU, et tout d'abord les grandes puissances, ne peuvent se dйfaire de la responsabilitй de leur application ni, moins encore, tolйrer la mise en oeuvre de politiques qui en prennent ouvertement le contre-pied.

L'inaction n'est plus de mise. L'une des pires menaces qui pиsent sur les territoires occupйs est le projet de sйparation йvoquй aujourd'hui а Tel-Aviv, qui consacrerait leur dйcoupage en parcelles isolйes les unes des autres et coupйes de tout contact avec l'extйrieur, les condamnant ainsi а l'asphyxie. Reculer а nouveau devant des sanctions que l'on n'hйsite pas а prendre ailleurs ne servirait qu'а laisser carte blanche aux ennemis de la paix. Dans l'immйdiat, des mesures doivent кtre prises pour protйger la population palestinienne et une commission d'enquкte vйritablement internationale mise en place. L'Union europйenne doit annoncer qu'elle est prкte а reconnaоtre dиs sa proclamation l'Etat dont elle a dйclarй qu'il йtait un droit inaliйnable des Palestiniens. Elle doit suspendre sans dйlai les accords de coopйration qu'elle a passйs avec Israлl.

La France, quant а elle, ne saurait se dйrober а sa responsabilitй de jouer un rфle а la mesure de sa vocation et de ses traditions dans la rйgion. Nous en appelons а ses plus hautes autoritйs pour qu'elles prennent les initiatives qu'exige la situation. Le respect des droits du peuple palestinien ne peut plus admettre aucun retard ni aucune compromission.
