Appeal for transport service in Umass, Worcester

I am a graduate student of the University of Massachusetts Medical School. Based on my previous year's experience I would like to submit before you a petition for a transportation facility for the first yearites.
First year students who are new to the institution and township have to quickly undertake and adapt themselves to the usual mandatory tasks of life such as apt. hunting, doing groceries and bracing themselves against inclement weather like the New England snow in the first semester of their arrival. Evidently, it is extremely difficult to manage all these vital activities without a car at hand. Generally, new students find it beyond their financial resources to be able to requisition a car in the first semester itself.
We would therefore like to suggest a way of alleviating this situation.
We suggest a shuttle system be provided on the lines of those in other universities (Carnegie Mellon Univ. and Univ. of Maryland) which can
be used for traveling between school and student apartments.

These basically have defined routes on which the shuttles ferry students/faculty including an escort service for late night hours.
We propose that something similar to this could be started on a trial basis in the Fall 2010 Semester to see how frequently it is used and continued if found to be popular amongst the students.
We believe that there is an inarguable case for the introduction of such a service, as a vital aspect of bringing about an imperative change for the first yearites.
We would hence be very grateful if you could give this suggestion your
prompt consideration so that we can set about resolving and deciding
on the details.
Thank you for your consideration.
