Ban on Imports of Toxic Waste to Canada

To: Prime Minister Chretien, Provincial Premiers, Federal and Provincial Environment Ministers
We strongly protest the following:
1. That our country is being used as a North American pollution haven for dangerous wastes.
(See Globe & Mail, 'Canada Becomes Haven for toxic Wastes' June 18, 2001.)
2. That Canada has such weak environmental rules affecting the disposal of hazardous substances, that U.S. companies can use this country to avoid the cost of meeting their own more rigorous environmental standards.
3. That Canada allows open pit dumping of untreated waste, in contrast to the U.S. which requires the material to be processed to decrease its toxicity prior to disposal.
4. That in 1999, the last year we have figures for, Quebec received 330,000 tons, Ontario received 324,000 tons, with other provinces accepting unknown amounts, and that likely these figures have increased in 2001.
5. That should there be an accident at one of these sites, the Canadian taxpayer could be held responsible for the clean-up of waste belonging to a company from another country.
6. That federal and provincial governments have been so lax as to have placed their citizens in such a compromised position with potential health risks, damage to the ecosystem, and failure to uphold the high standards, considered worth of our country.
We demand that you take immediate action to correct this situation, and that you make changes to the hazardous waste laws of both Federal and Provincial jurisdictions so as to at least meet the higher requirements that exist in the United States.
