Proposal:
By Law, every person attempting to buy a computer for the first time is required to take a Basic Computer Knowledge Test that consist of 20 basic computer questions. Upon passing this exam the person will recieve an Computer Purchasing Identification Card with name and picture. He or She would be able to use this card in order to buy a computer and use it for future purchases of computers.
In the even the person fails the Basic Computer Knowledge Test, the person would then be required to take a Basic Computer Course class until said person is able to pass the exam.
Some may not understand the point of this, but when you spend 30 minutes on a tech support call because a person doesn't understand the difference between the right click button and the left click button, I believe some action must be taken.
